DRAFT — Requires Formal Legal Review
These terms define the evidentiary rules and operational duties governing payment assertions, landlord settlements, and ledger immutability across EstateTrack per Master Blueprint §11 and §19.2.Payment Assertion Protocols, Verification Duties & Ledger Invariants
When tenants pay rent, they submit a claim asserting payment. A claim receipt confirms the assertion was logged, but is not proof of receipt. Landlords have a strict duty to verify bank deposits and promptly settle or revoke claims. Once settled, the ledger is permanent and append-only — entries are never deleted or altered.
Every rental obligation on EstateTrack progresses through four sequential stages:
Statement of rent obligation generated on the scheduled due date.
Payer asserts: “I sent this amount via this rail with this reference.”
Payee confirms: “Funds verified in my account.” Writes to ledger.
Automatic waterfall clears current bill, arrears, then advance credit.
When a payer files a claim, the system captures exactly three factual assertions:
Assertion vs. Receipt: A digital Claim Receipt produced upon filing is formal confirmation that the claim was registered in the organization queue. It is not conclusive proof of payment receipt until the landlord marks it settled.
Landlords and property managers bear an affirmative operational duty to review incoming claims promptly upon bank statement availability. Payees must execute one of two definitive actions:
The EstateTrack financial ledger (settlement_ledger) is strictly permanent and append-only.
Database-level constraints guarantee that no historical record is ever updated, overridden, or deleted. Mistakes are resolved strictly through new compensating entries that explicitly document the author, timestamp, and administrative rationale.
In the event of an erroneous settlement (e.g. fraudulent transaction code or bounced cheque settled prematurely), the settlement may be reversed within ninety (90) calendar days of initial recording.
Reversals append a negative compensating record to the ledger, restore the invoice balance, notify all affected parties, and log an audit trail. After 90 days, settlements become permanently immutable.
When a payment is settled, SettleCore applies the settled amount strictly in accordance with the Master Blueprint §11.10 waterfall:
To maintain the integrity of financial ledgers across the ecosystem, submitting intentionally fictitious, stolen, or duplicated transaction references is strictly prohibited. Violations trigger progressive enforcement:
Stage 1 (Warning): Formal recorded notice appended to user profile.
Stage 2 (Claim Pause): Digital payment claim submission is temporarily locked for 14 to 30 days.
Stage 3 (Administrative Review): Potential account suspension and lease violation recording.
